CIO Jordan Ruch Contributed Innovative and Operational Insight as Federal Leaders and National Health Experts Shaped the Future of Healthcare Data Infrastructure
AtlantiCare was the only healthcare system from New Jersey, along with just 10 other healthcare systems nationwide, to receive an exclusive invitation to participate in the White House Healthcare Data Interoperability Summit, held Wednesday, July 30, 2025, in Washington, D.C.
The summit convened a powerful cross-sector group of leaders including executives from Google, Apple, Microsoft, Oracle, Cleveland Clinic and senior officials from the Centers for Medicare & Medicaid Services (CMS) and the U.S. Department of Health and Human Services (HHS), and President Trump. AtlantiCare’s presence among these national leaders speaks to the health system’s growing influence in shaping federal policy and strategy around health IT, digital infrastructure, and the future of care delivery.
“This summit brought together the individuals who are actively shaping federal healthcare policy, and AtlantiCare had a direct role in that conversation,” said Michael Charlton, president and CEO of AtlantiCare. “Meeting with CMS Administrator Dr. Oz earlier this month in Atlantic City and other national leaders in D.C. has allowed us to represent the needs of our region, and other communities like ours, on a national stage. We were proud to sign the White House pledge—affirming our commitment to building a more connected, equitable, and patient-centered healthcare system."
Ruch represented AtlantiCare at the summit, which was led by CMS Administrator Dr. Mehmet Oz, HHS Secretary Robert F. Kennedy Jr., and Acting DOGE Administrator Amy Gleason. The agenda focused on creating a more connected, secure, and scalable healthcare data infrastructure—one that makes it easier for federal agencies, providers, and systems to exchange patient information in real time.
Discussions also addressed how to ease administrative burden, improve access to personal health records, and update the systems that support Medicare and Medicaid, so they work better for the people who rely on them.
Under Ruch’s leadership, AtlantiCare has implemented one of the most ambitious health IT transformations unifying its clinical and business systems on a single Oracle platform. AtlantiCare’s inclusion in the White House summit highlights its leadership in implementing complex system to solve real-world challenges.
“This was a meaningful moment for healthcare nationally,” said Ruch. “We’ve made deliberate, forward-looking decisions to modernize how care is supported and delivered across our system. It was a privilege to share that experience and influence the national discussion.”
